Respuestas de política a los flujos de capital extranjero
Resumen
Desde hace varios años los flujos de capital han sido una fuente de financiación barata para las economías emergentes, incentivando la demanda interna, el crédito, la producción y el empleo; sin embargo, también han sido motivo de preocupación por sus potenciales consecuencias sobre la asignación de recursos reales y financieros entre países, entre sectores y en el tiempo.
Particularmente, la llegada de flujos considerables de capital extranjero se ha asociado con ciertos hechos que sugieren que existen imperfecciones importantes en los mercados financieros locales e internacionales, las cuales dificultan suavizar el consumo y la asignación eficiente de los recursos. Lo anterior trae una serie de retos para el diseño de las políticas macroeconómicas.
